Line a 9×13-inch pan. Heat a large skillet. Add the quinoa & gently move until it begins to make a snapping noise and begins to brown. Remove from heat & pour into a bowl.
Add puffed rice, almonds, coconut, chia seeds, and chocolate chips to the bowl with the quinoa and combine. Next, combine syrup mixture & simmer.
Combine wet and dry ingredients. Pour the mixture into the lined pan and press down with a spatula or your hands. Sprinkle chocolate chips and coarse salt on top.
Place the pan in the freezer for about 1 hour to set. Remove the pan from the freezer. Place the bars on a cutting board and cut them into rectangles or squares.
